A New Project Approach
The Ryder Cup process is still ongoing and Hulton Park remains shortlisted as a potential English candidate venue for the Ryder Cup.
Peel is continuing to work with the Ryder Cup organisers and the UK Government to progress this opportunity, and with the support of Bolton Council and Greater Manchester Combined Authority is looking to unlock the delivery of this transformative project at the earliest opportunity.
In the period since the previous planning decision in 2022, the need for investment in new jobs, homes and infrastructure has continued to grow. The UK Government has a clearer and stronger commitment to growth and opportunities for infrastructure funding investment are now emerging.
This sets the context for bringing forward the proposals for Lee Hall as a standalone application. This approach will provide an opportunity to deliver further benefits - including new homes, the long-awaited Park Avenue link road, and a wide range of community and environmental facilities . It will create a sustainable new community and strengthen local infrastructure, meeting needs for development and providing benefits for local people as quickly as possible.
Lee Hall will provide much-needed new homes, a new school, a community centre, employment space, health and wellbeing facilities and the largest new public park in Westhoughton - all supported by the critical link road.
Together, this represents a strategically significant opportunity to meet local needs, accelerate delivery, and bring lasting benefits to Westhoughton and the wider region, while the Hulton Park project continues to move forward.

What has changed?
A new Government – new opportunities
Over the past year, the Government has strengthened its policies on economic growth, housing delivery and infrastructure investment, supported locally by the Greater Manchester Combined Authority. The national priority to deliver 1.5 million new homes within the current parliament, with a new National Planning Policy Framework and a strengthened ‘presumption in favour’, only underlines the importance of bringing forward projects like Lee Hall.
The need for new homes and community facilities at Lee Hall is significant and needs to be met as quickly as possible. Alongside this, we are exploring opportunities to secure Government support to help accelerate the delivery of the long-awaited Park Avenue link road. This would address decades-long calls for better connectivity in Westhoughton, while ensuring that the wider benefits of growth and investment are felt across the community.
Northfold Growth Corridor
Since 2022, a large part of Bolton - including the town centre, areas around the M61, Westhoughton, Hulton Park and Lee Hall - has been designated as part of a ‘regionally significant area of economic and residential development.’ Known as the Northfold or Wigan-Bolton Growth Corridor, it has been identified by Bolton Council, Wigan Council and the Greater Manchester Combined Authority as a priority for growth.
This designation recognises the strategic importance of the area to boost housing, high-quality jobs and wider economic growth, integrated with new infrastructure.
